Title: CMA Circular No. (23) of 2025 to All Entities and Persons Addressed by Law No. 7 of 2010 Regarding the Establishment of the Capital Markets Authority and Regulating Securities Activities and its Executive Bylaws, and their amendments, Regarding the Remedy of the Situations of Individuals whose Kuwaiti Citizenship has been Withdrawn

Pursuant to Resolutions of the Council of Ministers No. (76, 420, 863, and 913) of 2025 which confirmed granting individuals whose citizenship has been withdrawn (Kuwaiti Treatment), who previously withheld Article Eight and Article Five in accordance with Decree-Law No. (15) of 1959 promulgating the Nationality Law and its amendments, which provided its holder with benefits and services equal to Kuwaiti citizens, for the purpose of preserving individual rights and achieving social and economic stability in the country.

Based on the directions, instructions, and correspondences received by CMA on 10/09/2025 regarding the subject above and the issuance of a circular on the following:

1- The aforementioned provisions, and the resolutions issued by the Council of Ministers that regulate the granted rights and benefits shall apply to individuals whose citizenship has been withdrawn, who previously withheld Article Eight and Article Five and were granted “Kuwaiti Treatment”.

2- Not to implement the provisions of the memo from the Central System for the Remedy of Situations of Illegal Residents dated 28/05/2024, based on which the CMA has issued Circular No. (3) of 2024 on 02/06/2024, on the individuals whose citizenship has been withdrawn from holders of Article Eight and Article Five, who were previously granted "Kuwaiti treatment."

Accordingly, the CMA draws the attention of all entities and persons addressed by Law No. 7 of 2010 Regarding the Establishment of the Capital Markets Authority and Regulating Securities Activities and its Executive Bylaws and their amendments, to implement the aforementioned.
