Title: Press Release: The Capital Markets Authority Strengthens its Efforts in the Smart Commercial License Project as Part of Government Integration to Facilitate the Business Environment.
Kuwait City, October 12, 2025 – The Capital Markets Authority (CMA) continues its role in supporting the digital transformation process in the State of Kuwait through its participation in the Smart Commercial License Project, sponsored by the Ministry of Commerce and Industry. This project is a strategic project aimed at improving the business environment and enhancing the efficiency of commercial licensing services through a unified digital system linking relevant government agencies.
The project aims to unify commercial license issuance procedures and facilitate access to accurate and reliable data through a smart digital certificate, which contributes to simplifying procedures and enhancing institutional integration among relevant entities.
Cooperation between the CMA and the Ministry of Commerce and Industry
The CMA's participation is based on the Memorandum of Understanding signed with the Ministry of Commerce and Industry, which aims to govern licensing applications, improve the business environment, and simplify work procedures between the two entities.
Within this framework, the CMA and the Ministry of Commerce and Industry have worked to implement the electronic interconnection between the systems to exchange data on the status of companies' activities, ensuring the speed and accuracy of information flow between the two parties.
The CMA has contributed to strengthening the project system by including additional data related to the companies licensed by it, including information on registered employment positions, along with other data that has been categorized for the purposes of local interconnection, enabling the Ministry to inquire electronically within the smart license system.
Continuous Technical Cooperation
This cooperation is an extension of the first phase of the interconnection project, which was completed this year and enabled the direct recovery of company activity data between the two entities.
Work is currently ongoing on the second phase, which aims to integrate the securities license application process across government systems into a unified digital process. This will be achieved through application programming interfaces (APIs), which enable regular and direct data exchange.
The CMA has prepared the technical requirements for this phase and identified the required data, in coordination with the Ministry of Commerce and Industry, as part of a joint implementation plan aimed at enhancing the efficiency of digital integration between the two entities.
Towards an Integrated Digital Government System
The Capital Markets Authority confirms that its participation in the Smart Commercial License project falls within its vision to promote digital transformation in government services and develop the business environment in line with the goals of the "New Kuwait 2035" vision.
The CMA values the prosperous cooperation with the Ministry of Commerce and Industry and all parties participating in the project, based on its belief in the importance of integration among state institutions to achieve higher efficiency and greater transparency in government services.

The Capital Markets Authority was established pursuant to Law No. 7/2010, approved by the Kuwaiti Parliament in February 2010. Pursuant to the Law, the CMA shall regulate and supervise the securities activities, achieve transparency and fairness, observe listed companies’ execution of Corporate Governance regulations, and protect investors from unfair practices which violate the CMA's Law.
Furthermore, the Law's provisions stipulate the supervision of mergers, acquisitions, and disclosure operations. The CMA also aims to provide awareness programs related to securities activities.
